Instead, they expected that Arab states would unite behind Egypt's wildly popular Nasser, not a Palestinian movement and leader, and would launch a conventional war, not a guerrilla or terrorist assault, which would eliminate Israel. Once Israel disappeared, it would be replaced not by a Palestinian state but by the Palestinian province of a much larger Arab country.
Even if Israel withdrew from all of the West Bank and Gaza, Fatah explained, "The source of the aggression,... the alien Zionist presence in our land" would remain.
